What are the eligibility requirements for the Smog Check Referee Program?
If you pass smog, you may be eligible to receive an initial appointment. Your dispute will be resolved by the Referee. The Referee cannot perform repair or diagnostic services. Retests are only available to eligible customers.
How do I schedule an appointment?
We need to see a record of any failed smogs and the reason why you want to schedule an appointment with a Referee. A vehicle’s history will indicate a failed smog within the next day. Which Vehicles Should Have a Smog Test?
- All hybrid, gasoline-powered, and alternative fuel vehicles older than 1976 are subject to a smog check. Diesel-powered vehicles manufactured after 1998 that have a gross weight of more than 14,000 pounds are subject to smog checks. The following exceptions are exempt from this rule:
- If your vehicle is more than eight years old, it will not require an inspection every two years.
- Owners of vehicles older than four years can have their vehicles replaced.

What Elements Make a Smog Test Work?
These are the key components of a smog inspector
- Visual inspection of the vehicle’s emission control components.
- Functional inspection of the vehicle’s engine and ignition timing, exhaust gas recirculation, cap, and fuel-evaporative systems.

Why did my vehicle fail the smog tests?
Vehicles can fail a Smog Test for many reasons. These are the most common reasons vehicles fail a Smog Check.
- Excessive tailpipe emissions
- Modifications made with non-approved parts or computer programming

- Sensors or computer controls that aren’t working correctly

You can include vehicles that aren’t subject to smog
- For renewal of registration, older vehicles (Gasoline-powered vehicles older than 1975 and diesel vehicles older than 1997) are not exempt from the biennial CA smog requirement.

All counties that require smog inspections must test most vehicles. To reduce smog in vehicles older than 8 years, you will be charged an annual fee. This fee is in addition to the required six-year smog inspection.
Hybrid cars: What you should know
Smog inspections must be passed on hybrids. Like all vehicles older than 2000, hybrids must pass a Hemet smog inspection every two years. Hybrids with California registrations or ownership changes will need to have a smog inspection.
